PEBA State Health Plan — employer monthly share
Greenwood County participates in the SC PEBA State Health Plan, the same state-pooled benefits vehicle used by every SC county. Standard Plan and Savings Plan (HDHP) by tier, plus Dental Plus, State Vision, basic life, and basic LTD. The County's employer share is the second-largest non-base line in total compensation.
State Health Plan Standard vs. Savings Plan
The Standard Plan is the default PEBA medical plan; the Savings Plan is a high-deductible plan with HSA eligibility. The County's mix of Standard vs. Savings election (typically 70/30 or 80/20 in SC counties) materially affects total benefit cost. We pull the actual mix from PEBA at engagement award and weight the comp study accordingly.
Why benefits aren't ‘the same’ everywhere
Even though every SC county uses PEBA, employer-paid optional coverage (Dependent life, supplemental LTD, vision premium tiers) is set locally. This is where Greenwood's benefits stack will diverge from peer counties — and where the County's policy decisions matter most. We surface those divergences as scenario inputs in the comp recommendations.
